Karen Floyd's Plan - Building on Today's Success

Expand Outreach:

• YOUTH:
Provide discounted state dues and donor levels for TAR, CR and YR members. Develop paid voter registration programs for TAR, CR and YR Clubs. Create a "Campaign Placement Bank" of resumes of TAR, CR and YR members, which campaigns can use to field qualified staffs. Establish a scholarship program based on TAR, CR, YR and Party involvement. Offer more Class-Credit internship and independent study programs.

• NON-TRADITIONAL REPUBLICANS:
Implement RNC National Committeeman Glenn McCall's "inclusion philosophy" by encouraging those from diverse racial, ethnic and religious backgrounds to not only seek membership in our party but to seek leadership as well. We accomplish this by going where there are few Republicans and spreading our message through the best and most effective possible messengers. It is about celebrating the values we share, not giving special recognition to our differences.

• LIKE-MINDED ORGANIZATIONS AND ASSOCIATIONS:
Create synergistic groups that share our values. Activists like those in "FairTax" and "Campaign for Liberty" need to see the Republican Party as willing to welcome their involvement and to work with them in promoting shared beliefs. Establish monthly conference calls with coalition groups.

• BUSINESS:
Create roundtable events that embrace groups such as chambers, BIPEC and other business-oriented entities to capture their needs and assure them that they are being heard.

• LEGISLATURE:
Continue to build our relationship between the Republican legislators and the party. Work with legislative leaders to pass important laws such as voter identification and registration by party. Utilize the annual legislative reception to generate funds for forthcoming political races.

• UN-REGISTERED POTENTIAL VOTERS:
Work with county parties to establish a voter registration fund for unregistered people who share our conservative values. For every voter registration form submitted by a county party, it will receive money per registration until the fund is exhausted.

 

County Party Empowerment:

• YEAR ONE STRATEGIC PLAN:
Assist each county to self-define their individual needs with an understanding that the same plan does not work in all 46 counties.

• COUNTY FUNDING:
Provide assistance in county party fundraising efforts. This will include building a model that allows yearly members and online contributors to direct a percentage of their donation back to their home county.

• REGIONAL DIRECTORS:
Hire a minimum of 3 regional field managers who will live and travel in their areas to assist county parties in implementing their strategic plans.

• REGIONAL MEETINGS:
Establish more regionally based political/leadership meetings for improved participation and convenience.

• COUNTY CHAIRMAN'S ASSOCIATION:
Create a county chairman's association to meet quarterly to foster relationships among these leaders, sharing ideas and strategies for building stronger county parties.

• PROJECT 2060+:
There are currently 2,060 precincts in South Carolina, and new ones will be created due to increased voter registration. Working with county parties, the State Party will begin Project 2060+, an initiative to find a minimum of 2 activists in every precinct in South Carolina to help in the 2010 General Election and 2012 Presidential Primary.

 

Support and Recruitment:

• RECRUITMENT GOAL:
In 2010 the State Party will field candidates for every federal office, every statewide office and every solicitor district. Working with county parties, Republicans will field at least 1 local candidate in each county (example State House, County Council, Sheriff, and other local offices).

• TRAINING:
Establish regional political schools that offer Campaign Operative, Candidate and Grassroots Activist training. The State Republican Party will also establish a campaign school specifically for school board elections and encourage Republicans to run for school boards.

• FINANCIAL SUPPORT:
Working with county parties without circumventing the primary process, the State Republican Party will pay for filing fees of Republican candidates who challenge incumbent Democrats.

 

Embrace Technology:

• INTEGRATED WEBSITE:
Build a members-only section of SCGOP.com allowing Executive Committee members a forum to discuss ideas and share tactics.

• WEBPAGE TEMPLATES:
Create a webpage template for each county party providing each an individual web presence on SCGOP.com. Each can then be customized with event schedules, important dates, contact information, etc. If the county party currently has an active website, a cross-link will be created.

• MARKETING:
Capture key data (such as interests, attitudes and opinions) along with demographic information (such as age, race and gender) to provide a marketing tool for the dual purpose of broadening outreach and fundraising.

• TECHNICAL NETWORK:
Take advantage of interactive communication technology by integrating a comprehensive text/email activation network.

• DATA ENHANCEMENT AND E LISTS:
Match email addresses and other web presences to voter files for better targeted communications and other on-line recruitment.

• STATE CHAIRMAN'S WEBCAST:
Every month the State Chairman, at least 1 county chairman and at least 1 Republican elected official, will broadcast live via a webcast with archives posted on SCGOP.com.

 

Party Operations:

• FIRST IN THE SOUTH:
Work with the legislature and the RNC to protect South Carolina's economically and historically important "First in the South Presidential Primary" position.

• MEDIA CENTER:
Create an in-house media center at state party headquarters where all GOP officials and candidates may prepare audio/visual media for advertisements, websites and the press. The Center would also provide an appropriate location for press conferences and TV "on location shots."

• EXPEDITED GRIEVANCE PROCESS:
Utilize special executive committee meetings (called by chairman or the required five members) to address disputes in a time-sensitive manner. Establish penalties for flagrant or habitual party rule non-compliance.

 

Fundraising:

• INCREASE DONOR DATABASE:
Increase the existing House donor file list by 50% before the June 2010 Republican Runoff Primaries.

• VICTORY COMMITTEE OF 100:
Create a Victory Committee of 100 individual donors who commit to contributing or raising a minimum of $5,000 in federal dollars, with a minimum goal of $500,000 for the Victory 2010 program.

• SHARED FUNDRAISING CAPITAL CAMPAIGN:
The State Party should use our building as a fundraising opportunity. Start a capital campaign to enhance and modernize the SCGOP Headquarters building purchased in 2005. Included in the campaign would be an opportunity for individuals to buy a brick on the property with county parties receiving 50% of the proceeds from every brick they sell.

• ENDOWMENTS:
Provide a revenue stream through endowments to cover month-to-month and year-to-year recurring expenses.
